The Presidency of the Council of Ministers issued a circular decree requesting from “all public administrations and institutions, as well as municipalities” to endorse the documents issued by the Palestinian Authority and related to the civil status: births, deaths, marriage and divorce registry. 

The  circular was based on “the Council of Ministers’ resolution number 21 session 1/8/2011 approving to start the procedures aimed at implementing the Council of Ministers’ resolution number 2 session 27/11/2011 stipulating to set up diplomatic relation with the State of Palestine.”
