The NBC working groups was formed in November 2010 upon holding several meetings between the LPDC and the prime minister of Lebanon where a recommendation was made to create a working group to follow up on the various topics related to NBC such as construction progress, rehabilitation works in the old camp and the surrounding area, compensations among other issues; the legal problems of ownership and rehabilitation works have to be solved in the process.
In addition, the NBC working group work on the follow up of other matters related to security, access and relationship between residents of the camp and the surrounding Lebanese communities.
The working group is consisted of representatives of the following authorities: UNRWA, ministry of defense and PLO under the facilitation of the LPDC president. During the preliminary meetings that were held at the LPDC premises, Grand Serail, in Beirut, a number of priorities were identified. The follow up is ongoing by members of the group with relevant authorities.
The structure of the NBC working group is flexible and can be adapted to any giving situation depending on the emerging needs and priorities. Each member of the group is entitled to transmit and provide a clear input of the situation in NBC to its relevant body. The LPDC’s mandate is to provide clear update, on regular basis to the office of the prime minister. Its good to note that, despite its presence at the presidency of the council of ministers, the LPDC is not a decision making body yet its role is essential to provide recommendations towards improving governmental policies pertaining to Palestinian refugees in Lebanon.
Upon the formation of the new government headed by Prime Minister Najib Mikati in July 2011, H.E. Ambassador Abdul Majid Kassir was appointed as the president of the LPDC. Since, the technical team is working under his supervision to follow up on different portfolios related to the Palestinian refugees.
