Camp Improvement Initiative (CII) - Phase 2

Despite the set-back of the NBC crisis the LPDC and UNWRA continued to cooperate in the realisation of the CII. Towards the end of 2008, the LPDC expressed its continuous support to UNRWA and both agreed it is necessary that attention again be returned to the other eleven refugee camps still in need of infrastructure improvement. The outline of a new strategy to promote a more holistic approach to improve living conditions was presented to the LPDC in the “CII Review Summary” in January 2009 which outlined UNRWA’s priorities for 2009-2010. In the push to restart the CII both the LPDC and UNWRA are keen to identify the lessons from the NBC crisis so as to improve the strategy of the CII as applied throughout Lebanon. It is hoped that several “Camp Improvement Master Plans” will be developed, based on this more holistic approach. These “Camp Improvement Master Plans” will involve the participation of the refugee community, local and international NGOs, as well as donors. The focus of the new strategy will be on improving education and health as well as.shelter repair/reconstruction and the upgrading of infrastructure UNRWA, supported by the LPDC, is currently in the process of raising funds for this Adjacent Area (New Camp) improvement strategy and both report regularly on progress at the monthly UNRWA donors’ conference.
 The LPDC cooperates with UNRWA in liaising with NGOs that are active in the field of education and health. Currently, the LPDC is facilitating UNRWA meetings with Lebanese ministries and municipalities in order to evaluate proposals on how to integrate current infrastructure work into Lebanese areas surroundings the camps.
