A large majority of the Palestinian population in Lebanon lives in dire conditions and experiences difficulty in sustaining an independent livelihood for themselves and for their families. The LPDC works in close collaboration with UNRWA to develop a plan for implementing the required improvements and to discuss a fund-raising strategy to enable the agency to better respond to the needs of the Palestinian refugees. In 2006, the Camp Improvement Initiative (CII) was launched to improve the quality of life and living conditions for the Palestinian refugees in the twelve existing camps across Lebanon. Upon the request of Prime Minister Fouad Siniora, UNWRA presented the Lebanese Government with a written brief on the needs of the refugee population and its most urgent unfunded projects. These projects included: reconstruction of camp infrastructure, refurbishing housing units, improvements of health and educational centers and income generating projects, as well as other social and economic services for the Palestinians in Lebanon. In 2008, the LPDC and UNRWA launched a mechanism to review the priorities of the CII.
